If your ability to attend a conference has been impacted by the COVID-19 Pandemic, and you are unable to recertify, you can simply file for an extension within your member's profile page to complete the CEU requirements.  Applying for an extension keeps you in good standing with your certification until you are able to complete your requirements.  The annual dues payment deadline remains at July 1, 2020.
